Getting things tailored in China is pretty quick, and generally quality is pretty good wherever you go. I'm not sure about Shanghai, but in Beijing there are tailors all over the place. For ease (depending on where you stay) there's a tailoring section in Yashow Market that made a gorgeous jacket for my Mum when they came out to visit me. It's a bit touristy but heyho, they speak excellent English so you can explain exactly what you're after - it's next to Sanlitun Village, the expat shopping hub/bar district (Tuanjiehu/Dongsishitiao stations on the metro - T is closer). Prices will depend on the material he picks, the style and the speed. They can turn things round in 24hrs if necessary, but you'll pay for it. You don't generally haggle too much with tailors, but you can negotiate a bit. Hope that helps!
